The deciever is also significantly cheaper than the nightbringer.  Also if his distraction works well (you get a bit of luck moving multiple units) it can really change the flow and pace of the game.

if youre gonna use more then 300 pts for one character you might as well use 65 extra pts,it's worth it

for me it would depend on the army i am going against.  the deceiver would not do so well against a khorne chaos army as the nightbringer(lots of leadership 9 and 10 units don't fail leadership tests much and the nightbringer could kill lots of expensive khrone close combat units with its gaze of death) and the deceiver would probably be more useful against an IG army than a nightbringer (can redeploy to deny enemy LOS to certain units perhapse and IG are much more vulnerable to the deceiver's leadership attacks.  the nightbringer would simply take too long to get to the enemy and would be overkill in trying to defeat them).

Since this topic comes up every two weeks, I'm willing to bet people are out of anything new to add 

I prefer the Deciever.  Cheaper, and has more options to effect your opponents.  He's also near enough to the Nightbringers stats to not matter when it comes to HTH.  If it is something that should scare him, he can leave no matter who it is, regardless of their strength.

C'tan...I've never used one and actually have it cause any havoc. Against IG, Nightbringer was burned up and died (last mistake I make!). Anyway, it all depends. Against a Hord army, you use Nightbringer (except in the case of an IG horde army; in that case, use Deceiver). To be quite honest, I like Deceiver better. The psychological characters have always been more appealing to me. Now, fluff wise, OUTSIDER RULES!

the deciver is a big girl with little mind tricks yeah hes won me some games but compaired to the nightbringer hes the [dumb] ctan ! i mean the nightbringer is harder stat wise and the fear he invokes in too the person your playing is well worth 360pts i dont like to thing of the ctan as a unit mre of a personal force field for 360pts cause if you dont put him on his back to startwith he usally comes and bite u on ur ass later nightbringer rules :Pin house joke with m8 my nightbrigner is called peter kay cause when he gets there he shouts "AV IT "hehe

I own a Nightbringer and it has more purpose then just killing other creatures. Most people will direct most of there fire on it, which in turn takes off shots on my warriors. So, this actually will help me more to avoid phase out. But when it came to which one to use, I guess I would take Nightbringer cause it can cause major destruction (and he needs to feed on souls )

IMO:
Neither of them > Deceiver > Nightbringer.

I have yet to see either of them perform worth their points cost in any games much less when you factor in how they hurt your phase out.  They're both just so easy to avoid/tie-up/ignore/whatever.  However if you really want one I prefer deceiver for the abilities +1I and cheaper cost vs +1 attack, +1 str/ws (which are most of the time useless).

S10 with no armor saves whatsoever makes Nightbringer an amazing character killer.  Marines hate him.

On the other hand, I've found my C'tan don't do too well in games because of units like Snipers, units with Agonisers or poisoned blades, etc.  In all honesty, if you're going to drop that many points in a unit, you're better off bringing a monolith.  Still a lot of points taken from "necron type" units but it helps your WBB rolls and can really mess up someone's day.

C'tan...a slow 6" walker with a 24" range, 4+ save, and initiative 4/5?  No thanks.
