Combat Patrolling vs. Space Marine (Possible GK allies)

I'm going to try my hand at combat patrol next week.  I was wondering about what a good balanced and fair list would be like?  Also... is the HQ choice an exception to the 2 wounds rule?  Just to let you know I am fighting Space Marines, but I'm planning this to be an take all comers list.

With the rules right now you cannot take any of our HQs. For a patrol leadr you have to use an exarch.
