Topic: How to report Spammers?

I currently have a member in one of the boards who I have warned already about his posting ways, which are completely off topic and involve posting a period to bump posts.  However, things have not changed, how should I report this user and to whom?

The best ways to do this are either MSN (or other instant messengers) or a PM to a staff member.
