Help Please Need help making an army

Ive just started collecting Eldar yesterday to be exact
And i wont know need to know what units are good bad i play against nids DE and SM
also i dont have much money being 12 and all so guys that are cheap on the pocket would be good two

Let's try to keep it cheap but good.
1 Farseer as an HQ.
1 or 2 Warlocks (that you could also convert from a standard plastic Guardian if you feel at ease with conversions)
2 boxes of Guardian Defenders (the core of an Army unless you play an Aspect Warrior oriented force... which is expensive anyway)
One or two AntiGrav Platform with Scatter Lasers, Star Cannons, Bright Lances or Missile Launchers.
1 Squad (6 min.) of Close Combat Specialists (be it Banshees or Scorpions).
1 Exarch for the Close Combat Squad purchased.
1 Wraithlord or a pair if you can.
1 Squad of Swooping Hawks (min. 6) (excellent against Nids and DE).
1 Swooping Hawk Exarch (a must)
1 Squad of Dark Reapers (4)
1 or 2 Vypers

That's a lot!? I know... but you can purchase progressively. Start with the bases (a HQ, a box of Guardians and an Antigrav platform or two). These are building blocks you will almost always start with. Later on you'll put some "hot pepper" by adding Elites, Fast Attack and Heavy Support (here I made my personnal recommendations... that can be discussed by other players as everyone use what troops they feel confortable with).

If you want to spend less money, that must mean less miniatures (except for the case of guardians.)  I would suggest planning an army out to your satisfaction before buying anything, so you dont waste money on stuff you wont use.  A guy that is a lot of points, that will take up space so you dont have to buy as much, are the pheonix lords.  You need your opponents permission though.

actually a good eldar army to play would be an ulthwe army because it consists of a lot of guardians (which are fairly cheap). if you are interested i can post a possible list that you could use...good luck ;D

ok well here's a pretty typical army...you should change it to suit your style of play

HQ
1 Seer Council
  Farseer: singing spear, s. pistol, mindwar
  Farseer: singing spear, s. pistol, fortune
  Warlock: singing spear, s.pistol, enhance
  Warlock: singing spear, s. pistol, augment
  Warlock: singnin spear, s. pistol, augment

Elite
6 Fire Dragons
10 Striking Scorpions (or banshees)

Fast Attack
1 Vyper: starcannon, ctm

Troops
20 guardian defenders
  Warlock
  Starcannon platform
20 guardian defenders
  Warlock
  Starcannon platform
6 Rangers
1 Waveserpent: twin linked brightlances (or starcannons)

Heavy support
1 Wraithlord: starcannon
1 Falcon: brightlance

i don't know exactly how many points this is but you can see what works for you..i suggest having at least two big squads of defenders with a warlock and/or platform, also one waveserpent to carry either scorps or banshees and a seer council (which is compulsory ;D)

Think about storm guardians as well instread of Fire Dragons.
