I felt the need to build a list with the new customizable stuff in Phoenix rising: Psychic awakening and I would like some thoughts about it:

Edit: Fixed some points errors, and removed some extras to rebalance the points.
Edit2: Dropped reapers for war walkers, psykers now have bikes and the autarch is a better sniper. Mostly for more durability. Catapults will be enough with bonus range on the serpents.

I haven't got to see the book yet but your list looks good except the squads are so small but that also means your opponent needs to figure out what to do. The one thing I noticed, that is going to help me out, is the autarch gets banshee mask again.

The index Autarch is a bit more expensive but is allowed either the banshee mask or the mandiblasters for free. Since the Autarch can't get a banshee mask in the codex, nor 2x Avenger shuriken catapults, using the index entry is fair.
I could still give the autarch laser lance or fusion gun or reaper launcher to make the most of the expert craftsmen.

I won't write out the whole rule, but it's great for one or few shot weapons once for every unit.

So I'm also considering taking a fusion gun on the stormies.

10x shuriken shots at increased range sniping characters with the autarch is not bad though.

I'm also not sold on the warlock witch allows for the seer council stratagem, a jetlock or spiritseer would be more resistant to perils and just more durable in general.
I'm not sure where to get those points but ditching the reapers for more war walkers is a simple option for me though.

Edit: Ouf, it's slow on this site these days :( I've got a fair look at the chapter approved 2019 now and this list will be 87 points cheaper.
Striking Scorpions seems to be the new unit in favor, I wonder if the next box will plastic Scorpions with Karandras.
They now get their mandiblasters and power armour for free, comparred to a Guardian defender, they still have to pay for the chainsword though, but are obviously not objective secure.

Ill point out, you need to look at this again as Legends has changed points values and relegated stuff to legends. and all the autarch wargear is now to be included in the codex options.

Yes, I will probably have to remake the whole list.
I'm not sure I want to play  at 2k points anymore, there is too many models to move so a game takes forever.
I goofed around a bit and actually managed a brigade in 1k points, not many upgrades though:

1000p on the nose.
Not sure if those walkers have to pay for each bright lance or if then are allowed to buy them as a pair.

Looks to me like there are only 2 HQs: 2 Warlocks. Isn't Brigade 3 HQs minimum?

I have been looking for some formations that may work if combined well too:
Biel-tan Battalion 528p:
Asurmen
Warlock, spirit stone of anath-lan [Protect/Jinx]
3x10x Dire avengers, avenging strikes

or an Ynnari vanguard (morai-heg, hunters of ancient relics) 422p:
Karandras
3x10x Striking Scorpions, claw

Honestly I would run the Asurmen/Avengers battalion with +shuriken range and ignore cover bonuses. Then give the Avengers the extra hits ability.

Yes, +range for shuriken is nice, but in that case I might just give them the better cover save, that way they have a 3+/4++ and with protect 2+/3++.

The idea with Biel- tan was hitting on 2+ re-rolling 1's with avenging strikes, then rending on 5+, meanwhile casting protect on any unit in Avenge mode.

Another idea is a supreme command (764p): (children of prophesy, warding runes)

mount all in a Wave serpent and cloudstrike it.
Essentially using the Serpent as a drop pod.
