Im under the assumption that Inq. dont start with any weapons, they rely on their retinues for force of arms (as piteful as they are) and their ability to call upon the numerous force options of the Imperium as their weapon. Their ability to take from the list is the Inq. way of being versitle for the mission he/she is on. So I guess my answer would be that both Inq. types get no free weapon options.
