Doesn't look legal. Looks like something somebody made up. The .edu extension adds to this, not to mention all the other apparently made-up units on the page.

A lot of the stuff on this site looks like complete bogus. The stompers list is not legal. I read through their entry for Kommandoes (just kinda caught my eye) and it's complete bubkus. Sorry to tell you that but it is.

The army is not, nor are any of the special units there. You could maybe use them with your opponents permission, but not in tournaments.
