Exodites and foreign relations

My question is this: How actively would Exodites pursue relations with foreigners? We know they are largely agrarian, but still maintain relations with craftworlders. They also have numbers among the Harlequins, and in an inverse way one could expect the Harlequins to maintain relations with them. But do Exodites interact with DE?

We also know they do attack others as necessary. But how far would they push diplomacy with these foreigners? For example, would they allow Imperials to act as envoy, as we know craftworlds like Iyanden and Alaitoc have? Or would they only resort to diplomacy in a final act of desperation?
