No, because the model is called Space Marine Sergeant, not a regular Space Marine, and has his own options.

And why would you want to? The Sarge is where you get the Power swords, Lightning claws, or Powerfists that make a close combat unit fearsome.

The closest you'd get to that would be replacing his boltgun with a combi-flamer.  Personally I either play sarges with powersword/bolt pistol or combi-melta/powerfist (and meltabombs for assaulting vehicles).
