Looks like a strong list. Some general thoughts:
Farseer might be better off with Executioner than Fortune, if you're not allowed to pick psyker powers for each opponent. DAs, Shining Spears, Dark Reapers all look good, as do the Rangers. I'd be hesitant to drop a squad of DAs for Rangers since DAs provide great firepower for their cost relative to rangers, but perhaps you get enough dakka from other sources to deal with light infantry.
Depending on the tournament, I'd consider actually making the Quicken Warlock your Warlord. Yes, he's much more likely to die than your Farseer. However, you can give him the Seer of the Shifting Vector warlord trait, which will make up for the fact that he is a mere Warlock and has no Runes. Here's why:
It seems to me like your battle plan revolves entirely around making that Quicken happen, yes? Well, you should give that Warlock a re-roll, and the Seer of the Shifting Vector Warlord Trait is the best way to do it. If you roll snake eyes on your Psychic test, a Command Re-Roll won't help you much. But Seer of the Shifting Vector could rescue you. This way, you don't leave your valuable heavy cavalry twisting in the wind.
That warlord trait idea is awesome! Thats the thing that puts the icing on the cake!
With the farseers powers i am unsure, I have to be honest though, with that extra reroll on the warlock, he could be changeable. I dont rely on the seer council that much anymore! If I keep him, would you go for executioner together with fortune, guide or doom? Doom lets me kill everything but fortune would keep my deathstar alive a bit better incase protect doesn't go off. Doom would help me vs high T tanks to kill them in one round with reapers shooting, spear shooting and charging. You never know if someone brings a LoW to a tournament
. Guide seems to be the best if the enemy doenst have any tanks, I think this wont happen in a game at all...
Im currently debating with myself if I really need that farseer skyrunner (could take a warlock skyrunner and a spiritseer as warlord, I think Ill do this!)

Edit: Ok, I had a look into the infinity circuit and questioned the runes about cast probilities. What the runes told me is following:
For a power with a casting value of 7 the following probabilities ocour:
Casting it with no modifier: 58%
Reroll whole test with seer of the shifting vector: 82%
Use a command reroll on the lowest: 85%
Bringing it down to CV 6 with seer council: 72%
So the decision is made: The warlock skyrunner/spiritseer with quicken has to have the seer of the shifting vector trait. The other rune of battle (protect) will be cast with a command reroll in mind.
So my conclusion is: Spiritseer with reroll test will deepstrike with the shiftshroud.
The farseer will trust in his runes of the farseer and most likely stay somewhere behind with the reapers and avengers (whole force will move forward though) to be in range of 6" to the reapers to use forewarned vs deepstrikes.
Protect warlock skyrunner will rely on the command reroll.
Casting sequence would be: protect (maybe reroll), farseer spells (without the jetbike I think i will take guide for reapers/spears and fortuen for spears). Lastly the warlord spiritseer is gonna cast quicken on the spears and they move in. I will try to place my rangers in a way that they are in cover and shield the spiritseer so my warlord doesn't get slain to easily (-2 hit in cover is awesome).
Depending on the table setup the spears or reapers may start in deepstrike (only one of them, I just have 6 CPs here and would like to use some fire and fading on the reapers and have to possibility to use feigned retreat on the spears to get a favorable fight in my second combat phase if they are bound in melee. Unless I need to give them lightning fast reactions to keep them alive).
This group of aspect warriors will bring Khaines full power to the Mon-Keigh!
