counter-attacking lord question

Hey!

An IC with the "counter-attack" veteran ability joins a unit that does not have the "counter-attack" veteran ability.  Would the IC still be able to use his ability if the unit was assaulted and the IC did not end up in base-to-base contact?

Please check the Counter-Attack Universal Special Rule on page 74 of the Warhammer 40,000 4th edition rulebook.  Note that this USR is marked with an * and what that means is noted at the top of the page.
