Guys, first of all, I'd strongly recommend us to stick to just point cost adjustments and avoid any rules tweaks. There are two big reasons for that:
1) If our old experience of working on Eldar Redux is anything to go by, it would take us ages to agree upon any rules change.
2) GW has specifically stated that the current structure of the Indexes - where point costs are separated from the datasheets - is adopted because they want to be able to adjust balance issues easily by amending point costs here and there. This clearly means that points adjustment is something they are (more or less) prepared to do, while rules adjustment is not.
Also, mostly out of curiosity, I sat down and actually rated all our units in regards to how well they are costed. Here's what I came up with.

Weapon options:- Scatter lasers shouldn't be more expensive than shuriken cannons;
- AEMLs and starcannons should not be more expensive than bright lances.
I tried to be most optimistic when composing those tables, so whenever I had a slightest doubt which category a unit belongs to I put it into a "better" one.
Obviously, I suggest that we focus our attention on the last column where unplayable units and characters are (its content is open to debate of course). Personally, I'd not bother bringing up the weapon option issue, but if the majority is for it, I obviously won't object.
