no they cannot since there would be a specific entry saying that such a thing could happen. plus any techmarine who would tamper with a sacred Land Raider in such a way would probably be denounced as a techno- heretic by the Adeptus Mechanicus and executed.

In the Blood Angels codex, under the Super charged engine listing, it says only the Rhinos and Razorbacks are overcharged.
