Welcome to EO! I can't answer any but your first question, as EO is under copyright law agreeance. (can't give you stats and such) But you may take ANY harlequin unit as an elite choice in any Eldar army (craftworld or vanilla). All three elite slots may be filled with harlies if you wish.

Bear in mind that if you try to field 3 Wraithlords plus 3 Harlequin Wraithlords then noone will play with you. Plus, as you need your opponents permission to use stuff from the Harlequins codex, most players just wont let you

Harlequin Wraithlords are pretty much broken outside of the Harlequin army itself.  If anyone lets you play with even 1 they will swiftly regret it.
They say all is fair in love and war, but the love is better because then the Geneva Convention doesn't prevent you from using nerve gas.

Harlequins as addition to a normal Eldar army are nice. You might consider to add a unit of Harlequins instead of a unit of Howling Banshees.

Harlequin WrauthLords are too powerful outside of the Harlequin army. Besides Eldar already have the option to include a WraithLord.

ha i would let my opponent use what ever he wanted as long as it was within bounds of reason (no made up stuff) for example 6 wraithlords would not be a problem many people protest cause they are to shortsited to find a way to beat it (no offence to anyone intended) but their is always i way arround that eg starcannons heavy bolters reapers (yum) etc. espically if you play guard don't get me started.
For to long the mon-keigh have claimed what is ours now it is time to strike a time when the name eldar will be feared and respected a time when we reclaime the universe.

A Wraithlord is hit normally, but wounded on a 6 with heavy bolter, 5+ with starcannon, and gets a 3+ save against the bolter. The Harlequin one gets a 4+ coversave against starcannon-fire. And if one of them get close enough you are in trouble.
I would dread facing 6 of them, just as six Marine dreads would be a handful indeed.

Lost Roads - finally released!
