Ok, this may sound old, but here we go:
-Impartial: a good mod must not let his personal biases or grudges with anyone affect his judgment when he/she (side note: no female mods that I know of!) is thinking about disciplining someone.
-Good-natured: a mod shouldn't be very easy to aggravate or judgmental about people, as this may make him/her develop biases. Also, mods should have a sense of humor.
-Good judgment: the aforementioned sense of humor should be in conjunction with good judgment, for the mod to decide what is merely a joke and what is a real insult.
-Serious/committed: a good mod should be serious about his/her work and duties, and should also have a strong commitment to the EO community as a whole.
I also agree that mods should have a good command of spelling and grammar, and they should get along with the other members of the community.
Mods shouldn't be seen simply as some kind of police corps who lock threads and bully people.
