Legislators have recommended castrating men who rape children in Zambia where incidences of the crime rose by 68 percent in the first half of this year.

Members of parliament had given initial approval to the measure, allowing it to go for cabinet consideration, a parliamentary official said on Tuesday.

Police statistics show the incidence of child rape in Zambia jumped 68 percent to 400 cases in the first half of this year compared to the same period in 2002.

A widespread belief that having sex with a minor can cure AIDS has exacerbated the problem.

Amos Nakalonga, Chairman of the Committee on Legal Affairs, Good Governance and Human Rights said in a report seen by Reuters on Tuesday that the committee "recommends that men who rape children must be castrated...we are upholding people's views".

The parliamentary official said the recommendation was likely to be included in draft legislation but did not say when parliament was likely to debate the amendment further.

Parliamentary committee reports often act as guides to the government when it introduces or amends laws.

This sounds like the perfect example of the crime being match with a punishment! And to top that off, it's a good idea! As for human rights, those rapists have been concivted, and catration is ONLY going to limit their sex lives... a lot.

Are we sure they're referring to physical castration? There is chemical castration as well. Though, since it's Zambia, I doubt it

And Scars, what is the collective other than a collection of individuals? In my view, I'd rather have society crash and burn then resort to the type of system that emphasizes collective right, if for no other reason then it's goes against basic human nature. But meh, I'm getting off topic

What is it with Americans and thier hard on for capital punishment? I think labour camps are better, that way they can do somthing productive for society until they die.

The problem with most punishments like these (along with the death-sentence) is that if you convict someone wrongfully; you can't recant the punishment and apologise. Jail-sentence is horrible enough, but it is survived, most of the time, and then, if you have been sent in on bogus evidence, you can just be let out. Scarred, but alive. Hard to dig up a dead guy and say "Sorry, we made a mistake." Same with castration.

Rasmus is correct, you could end up with some innocent people being punished.

However, these are kids. How many cases did he say? I think some strong punishment is needed in all cases involving children. Sending someone to a camp that raped a ten year old is not enough. I say let them piss in a bag from now on.

The idea is an interesting one, the penalty will surely cut down on pedophilia accidents, but I shudder to think what will happen to falsely accused
