Honourable representative of Australia.

Australia fully supports this proposal, and supports the idea of deciding on a specific country or local rather than trying to save the whole world at once.

Australia also supports the idea of the local being chosen somewhere in Africa, and we believe that a long term aid plan be set up, rather than just giving food to someone for a week.

To insure the success of this debate, we would wish to present the draft copy of the UNline Resolution Number 1. This is meerly a draft, and is in no way complete. But we hope this will allow us to focus our efforts, and not get boged in the Beurcratic mess that the UN is sometimes famous for.

1.A - Name: UNline Resolution Number 1: Combating World Hunger

2.A - Description of Resolution: The UN hearby propopses the following aid* solution to countries** who are effected by famine while insuring the Aid gets to where it is needed***

2.B - Mission of Resolution: To feed those who are starving through whatever means in countries whose governments are unable to assist them, in giving immediate aid to these peoples while also assisting in a long term solution for these countries.

2.C - Definition of terms
  • * Aid is to be described as the following; Immediate food and water supplies, medical supplies and establishing proper farming infrastructure (such as farming equipment, seeds and education etc) - Not yet actively decided or voted upon
  • ** Countries to be assisted, or how to select these countries yet to be decided
  • *** Whereins UN troops of all Nations will assist in the distrubution to imediatly destribute the aid while the UN works with local Governments so they may operate this operation with minimal UN support - Not yet actively decided or voted upon

3.A The UN will also be;

RECOGNIZING the soverign rights of each and every country that is assited;

MINDFUL of the differant politcal and cultural differances between each country, with no intent to meddle in their affairs except where this mandate dictates;

CONCERNED that while we delay in argument the problem will only get worse.;

FEARFUL that our actions no matter how good our intent could cause problems for the countries that we assist

WISHING to stop World Hunger around the globe;

4.A Thus end UNline Resolution Number 1

We propose that we use this draft resolution as the framework to work upon.

While we understand Russia's sentiments, we would like to remind them that in many instances, such economic ties are limiting factors to third-world and developing nations. We suggest that these be put aside, and everything done under UNline Resolution Number 1 be done for the benefit of the nation recieving the aid.

We would also like to applaud the United Kingdom for taking the initiative to begin drafting the resolution. The United States would like to second France's suggestion of Sierra Leone as the benefactor of our aid.

We appreciate the UKs draft resolution and very much would prefer to use this as a template. It is a step in the right direction and also a step in defining certain terms. We recognize that the UK is willing to discuss the defintion of such terms and would like to do so now.

The definition for "aid" was given as such: Aid is to be described as the following; Immediate food and water supplies, medical supplies and establishing proper farming infrastructure (such as farming equipment, seeds and education etc). While is addresses what aid is, it has many words that need to be defined as well.

Our primary concern is "education". There are several ways to approach this. We could bring instructors TO the countries in need or we could move people out of the country to colleges and intitutions that excel in the education of farming techniques and then redistribute them into the country. The former requires the construction of facilities in the target country as well as the transportation of any and all supplies needed to teach farming techniques. The latter requires the transportation of worthy candidates at the expense of the UN. It is safe to say that a great deal of effort needs to be put into this aspect because it is the one that will determine the future of food creation in the future as well as the ultimate success of the resolution.

The Netherlands would prefer to move candidates to other countries that can better teach them to farm. Obviously consideration needs to be give to where they go due to differences in climate, so a similar environment must be found. Meanwhile, appropriate supplies can be moved to the target country so that when the candidates return the infustructure can be installed as soon as they return.

The People and workers of North Korea see’s the ideas put forward by our Chinese allies as being very wise. Helping nations who have the potential to have the fastest turn around would hasten this process out a great deal in our estimation. It would also provide a stable platform in which to “trial and error” out the program and smooth out the process.

Having foreign airplanes dropping anything onto ones soil could be an invitation to disaster. Horrible mistakes can happen in this way. We can also easily envision western imperialists, with a strong eye to the Americans, using this as a masquerade for surveillance opportunities for their homeland security initiatives. Any operations involving “air-drops” should be co-ordinated closely with the legal governing entities of said nation.

The Honorable Netherlands representative also seems to have a solid grasp of the scope of operations that will be most prudent for long term success with their suggestions of educating the farmers of hunger stricken nations to help in the streamlining of indigenous food sources.

The United States encompasses a wide range of climate zones and has much to offer in the way of agricultural education. We would gladly play host to those seeking Agricultural Education provided that they pass our rigorous background screenings and Homeland Security procedures.

Furthermore, we would like to make mention that Agricultural Education is not enough. A nation cannot develop itself solely on agriculture. While the nation may be able to solve it's food issues, it will never be able to diminish it's level of poverty without proper industrialization and proper education. Therefore the United States would like to see the definition of aid expanded to include standard and higher-level education either through study-abroad programs or on-site teaching and training.

We would also like to remind North Korea that sometimes air-drops are the most effective way of delivering the needed supplies to extremely remote locations in mass. Furthermore, we would like to point out that North Korea's fears of surveillance are unfounded, as there are other more effective and discrete methods by which to monitor and survey an area than using an air-drop operation as a screen for such an activity.

We would also like to point out that flying over a nation and air-dropping supplies without the consent of the legal governing entity of a nation would be in violation of several international laws, and that all of North Korea's fears are unfounded.

Lastly, we would like to make the suggestion that an attempt be made to end or at least reduce violence in any nation which will recieve our aid. Violence will put our own workers in harm's way, take unnecessary lives, and make the road to success much more difficult. In Sierra Leone's case, this is not necessary, as the rebels have already been largely disarmed.

Honourable Representative of North Korea::

Due in no small part to the recent military actions of the United States I hope this delegation can forgive the people and workers of North Korea for remaining skeptical about the willingness of the United States to remain in adherence to international law.

The People and Workers of North Korea would also like the United States to observe international law when sending in there military assets in an attempt to “reduce violence” in a forign country who may or may not want thier rather forced style of "aid".

If close co-ordination with the current legal governing body can be had the airdrops are a possibility.

Perhaps, given its current military commitments and events surrounding them, the United States of America would be unsuitable to provide military assets at this time. They also have an unfortunate track record in Africa. A joint UN peacekeeping force from militaries familiar and experienced in the relevant areas would be preferable. We stress 'peacekeeping', a passive defensive force. China is willing to contribute peacekeeping personel dependent upon final outcome of the resolution and assigning of relevant contracts.

We also suggest that a UN educational program would be preferable to Americo-centric educations provided in the US.

Sierra Leone is acceptable to China. We suggest that the nation's government should be encouraged to realize the long-term wealth that could be gained from developing its mining resources, in which the goverment could be major or principal shareholders, and from social development. If necessary, administrative 'subsidies' can be arranged to encourage their cooperation. Given the recent withdrawal of UN peacekeepers, now would seem a good time to begin development.




China believes that the draft proposed by the UK is too narrow in remit. Countries can be aided out of poverty by industry as well as agriculture. China will support the draft if it is widened to propose industrial development where viable.

Would the UK be prepared to modify its draft proposal to encompass the requirements of the north koreans and chinese? - making a 100% majority?
im sure if progressed to resolution state as is im sure will make it in on a majority, but the chinese do not have unfounded points.

i believe swift action and simple common sense initiatives will not only cut a lengthy planning process but also curtail any problems found in the implementation of the plan.

I propose we found a agricultural centre in the relevant country itself, then fill it with experienced agriculturalists from all over the world. They will both be able to train farmers, as well as develop a tailored technique for farming in this country.

In this way, we avoid the pitfalls of a host country's reputation, as well as indoctrination. I also believe it would be more effective and economic of we look at the entire picture.

Industrial development should be a second phase. We must first have the country be self-sustainable to an acceptable to degree, before we can develop non-essential industrial fields.

We agree with Sierra Leone as a candidate for a pilot program.

We recognize the opinion of Saudi Arabia and respect it's choice to make industrial development secondary to agricultural development.

However, we politely disagree with the methods put forth to train farmers in the target country. While the construction of a facility would guarantee a lasting impression, we believe that the cost of such a facility leaves little room in the budget for other countries to benefit from this "aid". We once again suggest that worthy candidates be moved to countries better suited to teach. The required facilities are already built and the staff is already trained and selected. It would be more cost effective to initiate education in this way.

While the candidates are being trained elsewhere, resources could be shipped in, allowing the transition to begin BEFORE the candidates return. These candidates then (with oversight by UN personnel) train others that wish to persue this career. This will gauge a countries willingness to help itself rather than depending on UN assistance.

This way we kill two proverbial birds with one proverbial stone. We not only initiate a trained agricultural department in their government but also see whether target countries are dedicated enough to the project to train each new generation and NOT rely on UN "handouts".

The United States of America offers to the UN 10,000 members of it's National Guard, who are trained in providing relief, as well as any resources that may be required to deliver aid and supplies to the target nation. This includes, but is not limited to: aircraft carriers, naval freighters, and transport aircraft.

i would warn about using United States troops at all (that is even if you have the space available to mobilise such manpower), i appreciate it. but i would not appreciate your presence in an african nation (even as a protection force) to result in religous violence in africa.

just as your presence in Iraq has drawn forreign fighters from the world over i fear any american military contribution in seirra leone would result in trouble.

it is appreciated but perhaps your airforce and naval capabilities will suffice.

Honourable Representative of the French Republic:

Republic forces are already stationed in Côte d'Ivoire which is one province removed from adjoining the proposed mission area. However, I would suggest a wiser course of action would be to reinstate the United Nations Mission in Sierra Leone (UNAMSIL).  UNAMSIL personnel already have the background, contacts, and experience in the area. We do not believe it necessary to reinvent the wheel in this instance.

Until the mandate for this mission has been finalised the Republic will not quarantee any additional troop deployments. The world has seen enough of these deployments with no plan or exit strategy in mind. Once the mandate has been finalised the Republic is willing to transfer 50% of our forces currently in Côte d'Ivoire to Sierra Leone with their logistic support. The Côte d'Ivoire detachment will be bought up to full strength with forces currently stationed in Germany prior to these movements.

Rwanda is not in a position to offer military support, but is willing to offer assistance as a liaison within Africa with the other members of the African Union. Rwanda would like to remind the UN however that it will not consider UN resolutions binding, and is willing to act independently of the UN entirely should it be deemed necessary.

Although Germany does not have the ability to offer military assistance at this point, we would gladly lend engineering teams and resources as well as workers to the effort.  However, we will not send in such 'resources' of ours completely undefended, it is to this point that we hope for the protection of our 'resources' by French Republic forces (not in any way, shape or form suggesting a complete removal of your troops still stationed within our country, same for the US).

Seeing as the Netherlands is already an exporter of agricultural products and any similar industries, we welcome the chance to use it for development of countries not as privileged as others. We also open the doors of our education centers in the hopes that worthy candidates will consider an education in order to self substantiate themselves.
