This question is no good on its own, and will not let you get any really beneficial feedback.
For us to help you, you should provide us with an armylist so that we can see what you have, how you intend to play, what your army is lacking etc when writing you armylist it is always beneficial to tell us who you'll be facing (and as much about there armies as possible), what tactics you intend to use and if possible what missions you are likely to play

personally i won't put him on a Jetbike because he shall shoot just once per game, instead i'll give him/her two cc weapons (doesn't really matter which ones), and use FoF...
Hope this helped.

You can give him two cc-weapons while on a bike though. It is allowed.

I have had my SS with the bikers (it is great to have them not shot at the first turn) and my GH on the Venom, but I have experiemented with the GH on bike and alone he dies too quickly, but in a small squad of bikers (not a big one; too big of a target) he becomes a GREAT supporting unit.

D-field, kiss, blades, pistol. Haywire grenades, plasma grenades and maybe something else. If you want to you can give him the Dread mask but I like to keep the points as low as I can. Well, for a Harlequin at least. :)

My advice is somewhat to the contrary of Rasmus's.  Although my ideas change from game-to-game, I view Harlequins as an elite army.  I believe instead of fixing your weaknesses you should play to your strengths, at least in general.  Therefore I often give my Great Harlequin the following:

Shruiken Pistol
Harlequin's Kiss
Powerblades
Haywire Grenades
Domino Field
Tanglefoot Grenades
Dread Mask

On the flip side, I only take a GH in large games and usually use a basic SS as my HQ in other games.

Good luck!

Instead i'd use a phase field, and keep him on foot.

The phase field is a bit too unpredictable for me. I never liked it much at all.
