Well you cant make your own inks. Unless you own a petrochemical company. I own BASF so buy mine
All art shops will have a range of inks, probably several ranges, in a huge variety of colours. Ask the shop staff which ones dry to a finish and which ones run if you wet them.
Alternatively try the GW washes.

Alternatively, try other model paint inks. When GW stop making inks (chestnut is what I wanted), I found other model paint brands for ink to use. Adikolor (a canadian company) hit the spot and those bottles cost only $1 each @ my local hobby shop.

Try and find a hobbyshop that still uses the old paint shelves. I know mine does, and it's fully stocked with all the inks, as well as all those other OOP colours, like tentacle pink.

Winsor and newton do a nice pack of calligraphy Inks with a nice High pop to them. There a better quality ink than GW have ever used.

there available from WHsmiths in the UK for just under £20 for the set.
there is also this set available from whsmiths

as with most waterbased inks once you finish painting you should seal the model with either dull coat or gloss... But this is also the case fot GW inks as they can run if they get soaked in water at a later date.

Vallejo game ink is pretty much the same as the old citadel inks.
