Grots & Herders

Just a quick rules question: when I take a unit of Grots, do I need to take one herder for full group of 10 grots? Or do I need to take a herder for partial 10s too?

For example, take a unit of 29 Grots. It's made up of 2 full groups of 10 and one partial group:

10 + 10 + 9 = 29

I know that the unit needs at least two herders (to cover the two groups of 10), but does it also need a third herder to cover the other 9?
