No cuz the warboss isn't a mob, even with his retinue.
If you notice for the number of orks in your mob, it says 'mob' not 'number' however, in the HQ slots it's says 'number'.
You can only mob up with mobs, anyway mobbing up rearly occurs as the orks only retreat after the've been smash to pieces.
