I am wondering how you all are moving your jetpack guys (crisis and stealth teams).

It says they can totally ignore terrain so do you just hop on top of bunkers, pillars, low buildings etc to get a good shot at someone and then use the free charge move to pop back down again... or is that somehow forbidden?

It isn't forbidden. Infact it's THE most effective way to use the Crisis/stealth suits. It's ofcourse easier with a missilepod or plasma rifle as they have some range...but it works with the burstcannon as well.
