Question on Zogwort's Curse

Can Zogwart's Curse be used vs an IC that is in assault?  I think it does because I don't see it listed specifically as a Psychic Shooting Attack. Searched a bit and didn't see anything on this.  Agree or disagree?

It does not mention that it is shooting power nor does it say a "single unengaged enemy IC" I agree. It is similar to the chaos power that turns an enemy model into a chaos spawn.

I agree, ICs in combat are fair game.
