Can reserves move on the turn they appear?

or can they just shoot?

Reserves move on the board in their deployment zone as normal.  They can shoot within normal restrictions after moving on to the board (IE IG Tanks cannot fire Ordnance since they moved, and may fire one weapon if moved 6" and none if over 6").

Placing reserves on the board counts as moving them. This affects vehicles, heavy weapons, and rapid fire weapons.

You may move.  As the others have said even if you don't move it counts as moving for shooting purposes.  When vehicles move on the count as moving over 6"
