I see a lot of people the give there tyrant 2 psychic power or there zoan a 4th
but fropm what I understand in the codex this isn't posible, is it?

Well, the tyrant comes with the horror and you can buy another power.  The zoans start with warp field and toxic miasma (not a psy power i know), and can buy 2 more powers.  Maybe that's what you're seeing.
