All right, but apart from the sanitation, medicine, education, wine, public order, irrigation, roads, the fresh water system and public health, what have the Romans ever done for us?

Actually, there  is evidence, that some of the people that settle in the area that eventuall became the roman empire were from the  areas around anchient Troy.  Also much of the culture grew out of greek and etruscan influences.  That was one of the most amazing things about the Roman culture.  

When they conquored a people, they for the most part absorbed their culture rather than attempting to convert them completely.  they also were not afraid to admit that another cultures way of doing things might be better.  they would take it embrace it and make it Roman.

the roman empire was roman, there was a town acting as a seperate state that took over all the others.

admittedly it wasn't an empire though
