Tactics are about as basic as they get -Get first turn, get in their face, and abuse soulburst. use CPs for poor D-scythe rolls.

Love it. I do the same thing with CPs but sometimes I feel dirty about it lol. "Sorry I was only supposed to get 5 str-10, auto-hitting shots on you this turn but I re rolled and now it is 15..."

The only thing I might might change is giving Yvraine Ancestors Grace instead of gaze. I know you can't use AG on most of your army, but it might be useful to ensure the wraithguard with cannons do what they need to do. Still, Gaze is likely more useful overall given most of your stuff with hit automatically.

Yeah I had the same thoughts about Grace vs Gaze, but in the end I decided with only 1 unit that could benefit, some mortal wounds to help towards soulbursts would be more beneficial overall. Tough choice though, as Gaze makes Smite redundant.

I assume because he doesn't need any troops to make this list succeed. It relies on surviving turn one and deleting the enemy on turn 2. Not exactly subtle, but very powerful and not at all designed with capturing objectives in mind.

Yeah, this list is all about tabling, or at least crippling your opponent.
Generally; Troops also seem much less important in 8th ed now that there's no objective secured, and minimal "formation bonuses"

Technicly no but yes it does. In 8th there is something called command points. It is a new kind of ressources, wich help you do all kind of good stuff in game, one of those being, rerolling dice once per phase.
So creating an army following the various org chart suggested in the rule books help you get some of those command points. A battle forged army give you a flat bonus as well.

...and many of the detachments you can take to earn these Command Points require no troop choices -My list here, for example, is a Vanguard Detachment (min 1 x HQ and 3 x Elites), which gives me +1 Command Point.

Congrats!  Love the list and no nonsense approach.  Built a list for the competition myself, but in the insanity of taking a two week holiday never moved it across to the voting thread.  Much, much prefer yours though!

My only question was on weapon choice for the Serpents.  When the weapon upgrade and CTM to offset heavy weapon penalties are free, I'd look hard at twin suncannon to maximize output for the soulbursts.  Appreciate its fewer shots than the shuriken cannon, but the AP and damage make the maths work I think!

I toyed with Star Cannons, EML and BLs for the Serpents, but went with the shuricans for two main reasons:
1) CTM seems pretty situational to me. I think more often than not I'd want to be firing at a unit that isn't the closest
2) The wraith units give me plenty of anti-elite and anti-tank. But as with most Eldar lists, anti-horde is a bit lacking, and shuricans are best at that I think

I haven't done any math-hammer on this, but shuricans feels right.
