Question on who I can use in my army???

Can I use certain characters like "Captain Lysander of the Imperial Fists" in a different chapter that isnt "Imperial Fists"? Or could I use "Captain Shrike of the Raven Guard" in a chapter that isnt "Raven Guard"?

No, you can't. Special characters belonging to a dedicated chapter can only be used in an army based on the particular chapter.

(following on from Wuestenfux)

It even says in thier own rules that they can only be used by thier own chapter and no-one else.

The first line for pretty much every Marine special character is:

"He may be used in <chapter name> armies of more than <x> points"

As such, "he" couldn't be used in any other type of army.

I love the shrike model, but ravenguard aren't my bag, so with a little conversion he's becoming captain necros of the legionof the damned. change something about the model, and don't use the special rules and you should be fine
