rangers shoot 36 inches with rifles and 12 inches with pistols

The long rifle is treated like a sniper rifle.  In addition, if a
6 is rolled for the to hit roll, the shot counts as having AP
1.

Yes, Sniper rifles are heavy weapons.

If you think about it, 'heavy weapons' are a broad catagory of weapons which require the user to stand still to use.

Snipers need to stand/sit still to aim the rifle.

Thus, the rifle is counted as a heavy weapon for game purposes.
