Can Standard Ork Armies use Ork Squigoths?

If you have your opponents permission and use the rules for the one on Forgeworld, yes. I however, would highly discurage it.(unless someone actually purchused and painted up a Forgeworld Squigoth, I would not allow my opponent to field it in a non-feral army)

What about Feral Orks? Why couldn't you use the rules of a Feral Ork Squiggth?

Because there is nothing stating in the Feral Orks list or in any Ork Codex amendment that you can. So you can't.
