To combine an allied harliequin force with a standard CWE ulthwe army, a ulthwe strike force, or a biel tan aspect warrior, or some other type of eldar army?

The Harlequin additions do not make that much of a difference. They form only another aspect, that's all.

They would do better in a HtH orientated army than in a ranged weapons orientated army.
