The purpose of this game to make the most utterly failtacular 40k army you possibly can for 2000 points. Either by making it a horridly one-dimensional army, about as effective as a weak kitten, etc. So here's my 2000-point entry:
2000 points: The sea of utter uselessness.
2 Company Command Squads with no upgrades.
6 Guard Platoons with no upgrades, and maximum Infantry Squads.
A unit of 6 Rough Riders with 1 Flamer.
Strength: It might eventually overwhelm a static mechline due to having 300+ models. Takes forever to kill to ranged shooting.
Weaknesses: It's not Stubborn so units fold to melee. It has no ranged anti-tank at all. Mech armies say "hahaha, no" to it.
Can someone make a worse army?

4 Servitors, 2 hvy bolters
Troops:
6x (10 man) Shotgun Scouts
Elites:
4x Techmarine, Servo Harness
4x 4 Servitors, (2x Hvy bolters/per)
Fast Attack:
10 Scout Bikes
5 man Assault squad
Alright, if techmarines and servitors aren't the worst possible combo in the game than I'm surprised. Scout squads armed with shotguns will guarantee you disapointment. Scout bikes, and assault squads = fail.
It's heavy on troops, but even if I were to upgrade for more fists in the scouts, etc. This army is crap-tacular.

Though tech servitors might punch something to death they have no shooting capability and are easy to gun down. Downgrade the gun servitors and you might have a winner. Gun servitors are bad, but actually capable of doing something (you could just forfeit your turn, but the game is to try to make the worst possible list, not to play it in the worst possible way). Also, remove some of the Scouts (they are scoring units, after all) with Elites. Say: three full squads of Legion of the Damned with a storm bolter, flamer, and heavy flamer upgrade.
The Guard list actually could hold an objectives or killpoint game. The definite risk (besides the lack of weapon upgrades) is that nearly any unit that flees will be destroyed because it can't get around the tide of Guardsmen behind it.

It's all defense, no attack (except melee attrition), and only has 22 scoring bodies, 20 which are Grots and thus weedy.

The chaos list allows us to take lesser deamon units and they don't take up a force orginization slot. They need to be summoned from an icon to enter play, and seeing as this list has no icons, they count as casualties when they become available from reserves!
So my opponent is only facing 2 min sized squads of basic chaos marines and a lord without a power weapon. 2 scoring units, 11 models on the board

The only weapon capable of killing AV11 destroys itself when it does. The Most overpriced infantry in the game backed up by the most useless heavy weapon, with a generous sprinkling of overpriced commissars.

Looking through this thread gave me an interesting idea. Grab a friend who you play with frequently (ideally you know their army fairly well). Then you both write the worst list you can think of - and then switch armies. Could shake things up with an opponent that you play often.

I was going to suggest a list heavy on Guardians and Swooping Hawks but after seeing ReaperGrim's list I conceed, he has the worst I'm sure even guardians could kill the 11 guys he has going :P

I've already done a Crap Legion and noted its experience...other than that, yea, 10 MEQs at 2000 isn't so hot.
There is no game here, move it along. ;D
