Does anyone know ,or know somewhere where I could find, info on how to make regular eldar/dark eldar models into Harlequins?

I just used the basic guardians with some conversions:
Don't have them wear the backpacks. These are too bulky.
Don't give them the extra accessories from the sprue unless you want to mark out the model; I put the belt grenades and weapons rounds on only two of mine per squad, marking the ones who can have special pistols.
Make some of them leaping- bend the legs and put them on flying bases.
For Death Jesters- Make their front boaies to look like ribcages. I used a method where each model got one leg and one arm to get the maximum models out of a set, so I gave the DJs skeletal arms and legs.
Use as many un-helmeted heads as possible. It just loks more Harlequinny.
If you want, a nice detail is to model some legs out of putty, and make them look like trousers, like in the CJ Harlie codex where there are pictures of the troupers leaping up.

Most Harlequin conversions use a combination of DE warriors and and CWE guardians.  Combining the equipment from each sprue is the easiest and simplest way to make your troupes unique.

how do you get them to have a CCW+Pistol combo? Just with bits?

Yes.

If you've got the money, buying the storm squad box will make it easier, but plenty of people just trim up the guardian's Shuricat and use that.

How would trimming down the shrucat get you a Pistol and CCW? or do you just mean that they make the shrucat into a pistol

I was thinking of combining Dark eldar sprues and storm gaurdians sprues to make troopers. But than I have lots of leftover bitz. Is there any way around this withour buying the sprues individually?

I think you can bitorder them from mailorder. Most sprues can be ordered individually.

You don't need the dark eldar warrior sprues, they're all ugly, and smaller than guardians.

Just guardians and greenstuff

cut off the backpacks, play around with how you can bend and resculpt the limbs

you'll need to order ccw's though.

though if it takes alot of carving and sculpting, it wouldn't be 'easy' would it?

I say buy the real models. They look good, easy to make, and are cheap compared to other armies around.

I once considered using guardians, but I decided that I wanted an army which looked good, so I went with the originals.

Well I used converted DE warriors for my first 750 points but when i extend this to 1500 after Christmas I intend to use a combination of DE warriors for the troupers and Gaurdians for the Squad leaders and more DJs.

To convert Harlequin troupers from DE i just cut down the shoulder pads, cut off some of the spikes, filed/cut down the helmets and gave them all plumes.
For CCWs and Shuripistols i just cut down Shurikats and made Chainswords out of splinter rifle barrels (Notice how the barrels are spikey on one side?).

Harles Kisses: Green stuff and a pin.
Power Weapons: Banshee swords and swords from the Chaos Maurader sprue.

DJs: Heads: simply skulls from the Chaos Warriors sprue, make slashes in their chest plate with a file and there you go, ribcage armour. EML made from a Splinter cannon, the back bit from a shuricannon and a weird missile thing from greenstuff. Bright lance got turned into a Dark Lance that was made from a Splinter Cannon with and extended barrel.

Characters: Cloaks from Chaos Mauraders + warriors, hood (for my shadowseer) from greenstuff, Powerblades from those DE blade things.

And generally some fancy painting later, they are very harlequinish.

I think Ill use Von lazuli'sidea cause it's the cheapest, Easiest way to make Harlequins. And I have a friend with lots of extra eldar weapons and bits and lots of dark eldar bits.

My way may be the cheapest but it is definately not the easiest. There is a lot of conversion work involved if you want to get nicely posed harlequins, with only minimal conversion they just look static (as quite a few of my early ones do, unfortunately).

I have found that a fairly cheap (or at least cheaper than back ordering harly models) is to use Warhammer Fantasy Wardancers as harlequins (they have CC weps, little armor, and lots of hair) all you have to do is give them pistols and bam! harlys.

works for me at least!
