Honourable Representative of the United States of America:
While we feel that using our National Guardsmen as defence is the best choice at the moment, considering that no other nation has stepped forward to offer military support to the relief effort, we humbly agree to your request to not mobilize the National Guard. Instead, we will mobilize the required air force and naval units required for the operation, and keep 5,000 of our National Guardsmen on call for rapid response should the situation degenerate into violence.
Furthermore, we would like to remind those nations suggesting against military involvement that few nations, if any, possess government owned workers trained, equipped, and capable of being mobilized to deliver aid. Hence the need for military support, as they are capable of defending themselves, but are also capable of being mobilized to provide aid to a foreign county. This is why the United States has offered it's National Guardsmen. While technically combat personnel, they are not true military, and have much of the training required for relief operations abroad.
The United States would also like to second Britain's request to reinstate UNAMSIL.
