Nah...Fluff is everything that is beyond the Core rules.
Fluff is what makes Warhammer 40k stand out. What makes Warhammer 40k good. It's the fluff.

All Fiction, all histories about legendary heroes, battles etc etc is fluff. Everything but the armylists and rules are fluff. Index Astartes(not the rulebook about spacemarines but the In game history of books...the one written by Roboute Guillman) is fluff.
A Spacemarine army that follows Roboute Guillmans guidelines for Spacemarine doctrine is fluffy since it not only follows the core rules but is also in line with the whole history of the Warhammer40k universe.

It's called fluff because it, like a fluffy pillow is to a regular pillow, is not necessary but sure makes it alot more enjoyable.

strange i like sleeping on hard flores. in introspective i think 40k is awsome with and without fluff. just like bed you only need someone to play with for it to be fun.

Theres 2 definitions;

1.The gray stuff you find under your bed (note; this substance is usually very fluffy).

2.The fiction and stories found in codecies and other tomes of 40k wisdom. Its purpose is to explain why stuff is the way it is (note; this is NOT very fluffy).

Fluff...

"Hmm... these Terminators have a 2+ save. Why?"

"'Cuz they are wearing the greatest of the ancient armors, maintained through the arcane rituals of the Tech-Priests. Of these rituals... goes on for a while..."

"Yeah, that's nice. But they don't provide any protection against meltas?"

"Nope."

"That's <Purity Seal>!"

"Hmm... let's give 'em a 5+ Invulnerable save. Now, we'll write up a nice little fiction piece and nobody will be the wiser..."

Three months later...

"Why the <Purity Seal> does the Terminator get a save against Mind War??? See, Mind War is a mental attack, used by the greatest of psykers among the Eldar, and everyone knows that the Eldar...goes on for another while..."

Yes, but better said this way: "Fluff is what makes 40K a hobby, and not a boardgame."

lehman you are wrong for two reasons.
1. It is the modleing and painting as well as playing that make it a hobby.
2. A bord game can be a hobby. An example is chess.
