How does the phase shifter work?

I don't have the codex, but this could be pivotal in wether I buy an army or not....

Are you sure that you mean the phase shifter?

Yeah phase shifter entry as follows from codex Necrons:
"A necron lord with a phase shifter gains a 4+ invulnerable saving throw"

I seem to remember hearing something about being able to teleport out of combat and reappear deepstrike style.

Or am i just totally wrong?

That would be the Veil of Darkness. It allows the Lord and any squad within 6" of him, to disappear from the feild (even if they are in close combat) and deep strike somewhere else in the same turn.
