question.. dumb question

is the harlie list posted by rasmus and offical list of becoming of that sort as a codex or am i more safe just playing with the codex provided by games-workshop, just the basic version. and another question, how does the detachments work concerning eldar taking harlie detachments

You are more safe starting out with the Citadel Journal rules provided by Games Workshop.  The EO Revision is meant as a sort of patch to fix some holes in that original list and make Harlequins more fun and reasonable to play.  However, not everyone will accept the Revision as legal.  Thus, it is safer to at least familiiarize your opponents with the original.

Eldar can't take Harlequin detachments.  A Dark Eldar, Eldar, or Exodite list can take Harlequins from any section as Elites up to the maximum allowed on the Force Organization chart.  See pg. 5 in the CJ39 list for details.

Actually in the cj #39 list it says you can take a detachment. To take a detachment you just use another force organization chart. So you fill compulsory (HQ and 2 Troops choices) and then take whatever you want in the confines of the chart (1 more HQ choice, 3 elites choices, 4 more troops choices, 3 more heavy support and 3 fast attack).
