As previously stated, Australia likes the draft proposed by the United Kingdom, however, like Japan, we would not like to have military involvement or there to be any militaristic acts at all.

While we feel that using our National Guardsmen as defence is the best choice at the moment, considering that no other nation has stepped forward to offer military support to the relief effort, we humbly agree to your request to not mobilize the National Guard. Instead, we will mobilize the required air force and naval units required for the operation, and keep 5,000 of our National Guardsmen on call for rapid response should the situation degenerate into violence.

Furthermore, we would like to remind those nations suggesting against military involvement that few nations, if any, possess government owned workers trained, equipped, and capable of being mobilized to deliver aid. Hence the need for military support, as they are capable of defending themselves, but are also capable of being mobilized to provide aid to a foreign county. This is why the United States has offered it's National Guardsmen. While technically combat personnel, they are not true military, and have much of the training required for relief operations abroad.

The United States would also like to second Britain's request to reinstate UNAMSIL.

We thank the United Kingdoms for the draft of the project, and we support it. We also support the choice of Sierra Leone.

Concerning military support, we cannot spare much personnel, as most of our active personnel are in Afganistan. We would prefer having little to none military involvement in Africa. We would advise keeping military personnel to a minimum, enough to protect UN personnel, convoys, possesions, etc. Furthermore, we would propose using available NATO forces for this.

We would be happy to spare any type of help we can give. I would propose sending Canadian engineers in hydro-electricity if the project includes the seting of such facilities, and if the geography permits it.

Honourable Representative of North Korea:

The large resources of the North Korean Military are well known to this council. Our Dear Leader, the Honorable Kim Jong-Il along with our military leadership and the People and workers of North Korea look forward to being able to assist this great effort and are prepared to offer 10,000 Men and woman from its military support ranks for the peaceful purposes of aid dispersal. This includes 3 detachments our first rate field medical personnel.

We would prefer if all armed military assets in Sierra Leon be Handled by the French Defense Forces as they are already well accustomed to working in that part fo the world. Our concern is of course for the safety of our personal at their assigned barracks, as long as we have assurances from our French Comrades that they will be providing armed military security at these locations then we will begin mobilizing these support as soon as the resolution is drafted.

We would like to call upon our Chinese Allies, however, for assistance with the safe transport of said assets.

With the permission of this council Germany would like to request the ability to mobilize the Bundeswehr alongside the French armed forces.  We are not attempting an aggressive mode with this, but instead would prefer to keep American units off African soil as their history within the boundaries of said continent has tended towards the violent.  Furthermore, this would ensure the protection of our engineering teams and resources, as well as permit us the opportunity to send in civilian workers.

P.S.  NK may want to do a little more research before making such a commitment.

We would like to propose a second draft to the first resolution of the UNline council concerning world hunger. This resolution uses many points (if not direct quotes) made by the representative of the UK in their first draft. We much appreciate the framework for that resolution and used it in ours. Thank you to the UK.

We would also like to suspend all debate over detailed aid. We are not qualified to dictate how our government will supply aid and wish to concentrate on HOW this aid will be used, rather than frivolous discussion over WHAT that aid is, exactly.

We would also like to apologize for any formatting errors in this resolution. We are not aware of propper dictation in such documents. (is their a site where these things are written out?)

1.A - Name: UNline Resolution Number 1: Combating World Hunger

2.A - Description of Resolution: The UN hereby proposes the following aid* solution to target countries who are effected by famine.

2.B - Mission of Resolution: To feed those who are starving through whatever means in countries whose governments are unable to assist them. To give immediate aid* to target country while also assisting in a long-term solution for these countries that no longer needs the support of the UN. In effect, make countries self sufficient in their food supply.

3.A - The UN will also be;

RECOGNIZING the sovereign rights of each and every country that is assisted;

REALIZING that this aid is not to be used to further opportunistic agreements nor exploit the target countries dependence on the UN;

MINDFUL of the different political and cultural differences between each country, with no intent to meddle in their affairs except where this mandate dictates;

CONCERNED that while we delay in argument the problem will only get worse;

FEARFUL that our actions no matter how good our intent could cause problems for the countries that we assist;

WISHING to stop World Hunger around the globe

4.AIn order to carry out stated mission;

4.A1) Select target countries in future debates with further discussion. After first target country is selected, debates will begin on second country. This will follow true for each successive country.

4.A2) Once target country is selected the UN will begin the importation of immediate aid in order to address urgent starvation/dehydration concerns. This aid will follow safe routes through countries aware of such movements.

4.A3) UN peacekeepers will defend these shipments from any party that wishes to interfere. Appropriate responses to interfering parties (aside from the immediate defense of supplies) will be decided in later debates.

4.A4a) Worthy candidates from target country will be transported to contributing countries in order to better learn the science of farming by trained professionals at accredited universities. There they will become Cultivators*.

4.A4.b) While these candidates are being taught, supplies from contributing countries will begin to arrive in order to better facilitate the transition to an agricultural system*.

4.A4.c) The creation of an Agricultural Ministry* (or similar department) inside the framework of target countries government.

4.A4.d) When candidates return they will begin to organize and run the facilities* put in place by UN engineers. These candidates will then begin to coordinate with the newly formed Agricultural Ministry.

4.A5) For a period of NO LESS THAN 5 years, UN officials will oversee both aspects of the agricultural system (Agricultural Ministry and Cultivators) but not actively interfere unless the UN decrees it is prudent to do so.

5.AThe UN hopes to achieve;

A SYSTEM of self-sufficient aid within target countries in order to avoid future UN assistance;

DEVELOPMENT inside target countries;

PROSPEROUS future contributors to the UN in order to facilitate the progression of this program to other countries inundated by their own poverty

6.A - Thus end UNline Resolution Number 1

Definition of terms:

* Aid: Food and water supplies, medical supplies and the establishment of proper farming infrastructure. UN troops of contributing nations will assist in the distribution of aid while the UN works with local governments so they can manage this operation with minimal UN support

* Immediate aid: Food and water supplied by contributing countries. May consist of airdrops coordinated with target country and countries giving aid. The path of such air craft will be monitored and their paths will coordinate with governments and over air spaces deemed safe and appropriate.

* Cultivators: Farmers.

* Agricultural system: This includes (but is not limited by) the creation of an Agricultural Ministry made up of members who can be worthy government officials as well as the distribution of land and construction of facilities for cultivators.

* Agricultural Ministry: Department of government responsible for the maintenance of the Agricultural system. Testing of candidates (or the education of such candidates) will also take place. In the meantime, appointed UN officials will maintain this new ministry until qualified candidates can be found.

* Facilities: Necessary equipment for the growth and maintenance of agricultural products.

We refuse to agree to the revised plan set down by the Netherlands. By transforming the nation to a completely agrarian society will solve any short-term issues(say 10-20 years, max. 50), it will only create new problems in the long term(20 or more years). Soil can only tolerate so much use before it yields nothing due to overfarming, in addition, over or underproduction can both lead to depression within the country. In addition, an agrarian society is completely at nature's mercy. Should we allow the Netherlands plan to go forward, we fear we will have to intervene in Sierra Leone again, and expend more money to provide emergency aid.

The only way to solve the problem in the long term, would be to help industrialize the nation. Thus it will be able to furnish it's own food, it's citizens will be able to enjoy a higher standard of living, and be able to produce goods for it's own citizens and those of other nation's.

Furthermore, the United States would like to suggest that diplomatic and political advisors be dispatched from each of the G8 nations to Sierra Leone to aid them with legislation that will benefit it's people and allow the process of development to carry through more easily.

Few nations can boast such a large standing army and even fewer that have such a force are not involved in large and lengthy Military campaigns. While we comprehend what the representative from the US is saying, we cannot understand his dedication to "industrialize" the countries in question. Such an endeavour is extremely costly and can run into it's own (more expensive) problems in the future. The resolution we put forth does not turn the target countries into a solely agrarian societies. It does not transform their government (aside from the creation of the Agricultural department). It no longer makes them dependent on UN handouts.

We feel compelled to remind people that countries in need are not asking for shoes or cars or iPods. In essence, they are not asking for manufactured goods. They are asking for food and water. These basic necessities can be developed in target countries in order to STOP their dependence on the UN.

An industrialized nation is not only unnecessary but fails to address their immediate problem, which is starvation and dehydration...

(note to all nations) can you all please be a bit more knowledgeable on the topics of your nations, in this i mean not posting courses of action that your nation could never enact (e.g. north korea: has a million man army, but has trouble enough now just feeding them at home, how are you going to feed them abroad? - this is just one example)

p.s do some PMing and see if you can secretly get the numbers needed to push through the initiatives you want behind closed doors if you want, whos to say you arent allowed to offer other nations incentives (e.g to get china on board you could offer china all the rebuilding contracts, e.g) remember we are all greasy backstabbing diplomats here.

The French Republic supports the proposed resolution. The Republic also believes that we have the closest logistic base in the area and propose that operations are supported out of this area until UNLine operations are self supporting in theatre. The Republic also maintains a large in-house agricultural resource for our own operations in the area. These resources will be open for use in this coming operation once the mandate has been finalised.

Given the atmosphere, and the secretary generals suggestion, the Netherlands would like to call for a vote on Resolution 1 of the UNline committee.

How we proceed with this vote is at the discretion of the secretary general.


How about have each of the active parties PM the Secretary General with their vote? Those who fail to PM are counted as abstaining from the vote. More yays than nays and the vote is in. However, the SG will make the vote tally public when it ends so that everyone may see which nation voted which way. Sound fair? Voting should only last 24 hours at a max due to the time delay we already suffer.

I like to remind the Honourable Representative of the United States, that Such advisors that he speaks of, have in the past created great many problems that the governments of Africa in particular are dealing with years later.

Japan does agree with the Netherlands revised Resolution, with the understanding that Japan will provide money, supplies, and Supor personal, not millitary support.

Japan well second the Neatherlands for the Resolution to go to a vote.

China wishes its vote to be publically known [press releases, etc etc]. China votes 'NO' on the proposed draft as it stands and will not contribute to any initiatives stemming from it. It is an overly narrow and short-sighted remit, and is not the result of considered pragmatism.

China urges fellow member states to recall that the problem initially stated to be addressed was poverty, not simply malnutrition. China also suggests that agricultural development is unlikely to aid poor countries due to the lack of fair trade in agricultural produce. Perhaps this is all too well known to some nations, who might wish to preserve the status quo. China urges nations to vote against this second draft and to insist on industrial development to be covered in a third draft.

Honourable representative of the Republic of Korea:
We would like to apologize for our late arrival to this issue.
The Republic of Korea feels that perhaps a little more discussion is necessary before we pass a final decision on this matter. It still is unclear which member nations in this issue will take it upon themselves to train the candidates from Sierra Leone in agriculture. The United States of America have volunteered although no final proposition about this was presented.

Also the French Republic has graciously taken upon themselves to orchestrate the safe keeping of the operation with their ground troops. We are happy that we will not be expected to commit our marine force again, now in Africa.

Since the Democratic Peoples Republic of Korea so eagerly offered to commit a large number of personell we'd volunteer to cover the full costs and equipment for our brothers as our own contribution to this venture. However, we would like the council to have a clearer view of the long term plans for our patron nation, especially concerning to matters of industrialisation and reform before we make this commitment.

And our final suggestion to this aid program is to set aside some extra recourses solely for controlling the spread and effects of HIV and other epidemics as these and current poverty are intimately joined. Also poverty will be easier to control in the long term if this epidemic is better controlled.
