How often per player turn may someone use a hood to block enemy powers?

Well on page 56 of Codex: Space Marines, under the description of psychic hood in the wargear section at the bottom of the page the last sentence of the entry answers your question.

Ok so they can block within range, but is that any model that tryies to make a power work any numbers of times?
Does this mean they can make multiple blocks against multiple powers and multiple users per phase?

what do the rules say?  Are there any restrictions on how many times you can use the hood?  It isn't hard to figure out, read the codex and do what the words tell you, it is quite simple.
If there is anything that recent politics has taught us, it is that quotes taken out of context can mean what ever you want them to.
Well I always liked the globals...

Then it's his responsibility to know his own rules set, I'm afraid. Kudos to you for coming here but honestly, your opponent should read his Codex more closely.
